They are entirely new on the market, which (if the IPO is successful) will raise funds. Companies use them for development, expansion, growth, and sometimes debt reduction. On the other hand, existing stocks are already on the market. Typically, shares are already in circulation, and no new capital is raised by the company. The biggest difference between an IPO and existing stock is that in an Initial Public Offering, the company sells new shares, while an existing stock offering is made by shareholders to receive funds from their investments.
